City of Fresno Announces New Chief Information Officer
FRESNO, CA – Mayor Ashley Swearengin and City Manager Bruce Rudd today announced that Bryon Horn has been named the City of Fresno’s new Chief Information Officer (CIO) over the Information Services Department (ISD) which plans, develops, implements, and supports the numerous IT systems and networks throughout the City. Horn is an accomplished professional with over 25 years of experience in Design, Management, Planning, Analysis and Strategic Direction in IT and Telecommunication systems, including 13 years with the City of Fresno where he most recently served as Assistant CIO. “Bryon is a homegrown talent with considerable experience in managing complex projects and high-profile tech operations,” said City Manager Bruce Rudd. “He’s been an asset to our administration throughout his tenure with the City and his knowledge, attitude and dedication to detail make him an outstanding addition to our leadership team.” As the City of Fresno’s CIO, Horn will focus on technology solutions that assist City departments with providing services that support the achievement of strategic goals. ISD ensures effective and efficient use of existing and emerging technologies in government operations to provide meaningful information while safeguarding data. The department is responsible for voice communication systems, network connectivity, disk storage, security, data integrity and data backup operations, internet connectivity and security, e-mail communications, procuring and maintaining City hardware and software, Geographical Information Services (GIS), fiber infrastructure and web operations management as well as user support. Horn attended California State University Fresno where he earned a Bachelor of Science Degree in Business Administration/Computer Applications and Systems Analysis. He also obtained a Master of Science in Information Technology from Aspen University, Denver, Colorado. Additionally, Horn is certified is several technology industry specific specialties including as a Certified Information Systems Security Professional (CISSP) and Project Management Professional (PMP). Horn is the current President of the Municipal Information Systems Association of California (MISAC) which is an organization of over 200 cities, towns, and special agencies. |
